On October 3, Speaker of the Verkhovna Rada D. Razumkov opened a meeting of the Ukrainian parliament, in the hall — 371 people’s deputies.
It is reported by VoiceUA.
We will note, the Verkhovna Rada today will consider the law on the capital in the first reading. This is stated on the agenda on the parliament website.
According to reports, people’s deputies Andrey Klochko, Sergey Alekseev, Andrey Osadchuk, Alexander Tkachenko will report.
As political analyst Ruslan Bortnik previously commented on the topic, after the mayor of Kiev, Vitali Klitschko, submitted an alternative bill on the capital to the Verkhovna Rada of Ukraine, today there are more chances that early local elections will be held in Kiev.
“There is a struggle between two trends. Part of the team of President of Ukraine V. Zelensky wants to leave the authority to the mayor, as he hopes to control this position, while expanding local councils. Another part of the team is trying to use the crisis with Klitschko in order to reassign control of Kiev directly to the President. Passing all the authority to the head of the Kyiv city state administration. The conflict between the groups of Tkachenko and Kolomoisky and the rest of the team predetermined the unhurriedness of the people’s deputies voting on the law on the capital, ”R. Bortnik said.
According to him, today everyone is studying the provisions of the new bill, which was submitted to the Rada by the mayor of Kiev V. Klitschko. “Based on what is written there, people’s deputies will determine their positions. I think that today there are more chances that early elections will be held in Kiev, ”R. Bortnik summed up.
In addition, today, deputies will consider in a second reading a bill on the confiscation of illegal assets, as well as a law on concessions, on leasing state and communal property, a bill on ensuring transparency of ownership of software service providers of multichannel digital terrestrial television networks with nationwide coverage.
And also the Parliament will consider a bill to repeal the law on amendments to the tax code regarding the detailing of settlements in the field of trade and services.
Earlier, Prime Minister Volodymyr Groysman at a government meeting on Wednesday, August 14, said that Ukraine needs to adopt a new law on the capital in order to strike a balance between the posts of the mayor of Kiev and the head of state administration.
