The overall election result is determined by the results of voting in the nationwide district in the system of proportional representation.
Against the backdrop of clumsy maneuvers around the electoral system, demonstrating the desire to improve what has long been abandoned, the draft law “On elections to the Verkhovna Rada of Ukraine (according to a personalized proportional electoral system)” that the Association of People’s Deputies of Ukraine addressed to President and Verkhovna Rada of Ukraine. Characteristic features of the proposed electoral system: the elections of 450 deputies are held in a single state district and in 300 local districts; candidates are nominated by political parties, blocs of parties, public coalitions (individual public organizations and citizens), as well as through self-nomination (independent candidates). Each candidate must run simultaneously in the national district and in one of the local constituencies.
