During the roundtable at the Peace Institute in Washington, Minister of Internal Affairs of Ukraine Arsen Avakov presented his plan on de-occupation of Donbass, known as the “Small Steps Mechanism”. It is reported by the press service of the Ministry of Internal Affairs.
“We offer a new format that needs the support of the world community,” said Avakov.
He explained that his strategy envisages the creation of demilitarized zones on a single section of uncontrolled territory, the withdrawal of all military formations beyond the lines of this zone, taking control of the Ukrainian border with the support of a special international peacekeeping mission.
According to him, the rule of law in these territories should be ensured by the National Guard under forces and the monitoring mission.
“Local elections are held in this territory. The main principle is the observance of the Ukrainian legislation and the provision of free will. The work of all state institutions, law enforcement agencies of Ukraine is being restored, security and law and order, social security, education, financial sphere, as well as a decent standard of living are being restored, ”Avakov said.
According to the calculations of the Ministry of Internal Affairs, the de-occupation process in the first two pilot sites can last from 6 to 8 months.
At the round table at the Institute of Peace, the US State Department Special Representative for Ukraine Kurt Volker also attended. He noted that “we need a peacekeeping operation, but we clearly understand that the Russians will not give up and will not allow Ukraine to return to their temporarily occupied territories,” the press service of the Ukrainian Ministry of Internal Affairs quoted him as saying.
